REPORT TO: ACCESS Supervisor
Duties and Responsibilities:
- Provide out-patient mental health, drug & alcohol and dual diagnoses assessment, crisis stabilization, brief psychiatric treatment, and clinical case management services for children, youth and families and adults in the Alameda County’s Asian Pacific Islander (API) communities. Services to be provided in the clinic, clients’ homes and community settings;
- Provide phone or walk in screening to API communities; provide relevant mental health information; determine level of care based on Alameda County Behavioral Health Care Services (ACBHCS)’ criteria; make appropriate referrals; make follow up calls to assist or ensure enquirers get connected with referral agencies;
- If need is apparent and to the extent resource permits, provide assertive outreach, engage and assess persons with mental illnesses who refuse or are reluctant to seek psychiatric treatment; this includes providing linguistic and technical assistance to ACBHCS’ mobile crisis unit;
- With solicited input from community members, consumers and family members, strategize and conduct community outreach and presentations to make known the services availability, and reduce stigma of mental illnesses in the API communities;
- Collaborate with county departments, community agencies and primary care clinics in coordinating referrals and ensuring continuity of care for clients;
- Provide translation services and cultural consultation to other providers;
- Maintain timely and accurate documentation of outreach & engagement activities; screening, referral and service contacts in accordance with agency, county, state guidelines and quality assurance standards;
- Meet the standard of monthly required service contacts;
- Participate in agency committees to improve service delivery and assists in developing and implementing treatment programs as assigned;
- Participate in staff meetings, trainings, peer review meetings and supervision sessions; and
- Other clinical, administrative and operational duties as assigned by the Director of Behavioral Health Care Services.
Minimum Qualifications:
- Master’s Degree in Social Work, Counseling, Psychology from an accredited college or university;
- Fully bilingual and bicultural in Cantonese &/or Mandarin required. Additional language skills or active involvement in the API communities a plus;
- Four years of experience in providing intake, assessment, treatment and case management services for severely mentally ill and dual diagnoses clients;
- Demonstrated competency in DSMIV, crisis stabilization and brief treatment with severely mentally ill, dual diagnoses clients;
- Demonstrated sufficient knowledge of mental health and other services systems as well as community resources in the Alameda County;
- Ability to maintain effective and professional working relationship with clients, community members and providers; embrace recovery principles of working with the mentally ill;
- Ability to communicate effectively both orally and in writing, organize and make presentation in public events;
- Ability to work independently, exercise good judgment and adhere to the legal and ethical standards of the social work field;
- Valid California Driver’s license, auto insurance with bodily injury liability limit of at least $100,000/300,000 and access to use of an automobile; and
- Support and implement the mission, vision and values of Asian Community Mental Health Services.
